UN(United Nations) is national development to prevent of war and maintain of peace of world. this development system have invisible problem. there is a one-nation , one - right per every nation. but this system is based on opened conference, so there is a big influenced to powerful nation. This is contradiction problem, So this system need to supplement by providing arbitrator like Ki-Moon Ban. Arbitrator have equal power to regulate imbalanced influence.
